In 2018, the final eight sand volleyball courts were constructed for a total of 16 new courts. Later, a splash pad was added as part of the neighborhood park improvement. In 2016, a championship sand volleyball court was constructed. In addition, a new basketball court was added as part of an Eagle Scout project, partnering with the Spokane Hoopfest organization. Funding was secured to construct seven sand volleyball courts. The first phase of renovation began in spring of 2015. In the plan, future upgrades would include expansion of the volleyball courts and improving the neighborhood park portion, with construction of new picnic shelters, restrooms, play equipment, splash pad, perimeter walking path, lighting, and additional parking. The master plan, approved by City Council, provided a vision for future development and acted as a guide for revitalization of the park. Based on input received, a final conceptual master plan was drafted (see image below). Design consultants prepared conceptual site plans that were displayed at a March 2014 public input meeting. An extensive process was held with the neighborhood, community members and stakeholders. To pursue the concept of a destination sand volleyball complex, city staff embarked on a public master planning process in 2014 to determine the public's level of support and interest for potential upgrades to the park. At that time, the park hosted four sand volleyball courts and a hand full of traditional park amenities. The Parks and Recreation Master Plan developed in 2013 recommended developing Browns Park as a destination sand volleyball complex for our region. In addition, a small picnic shelter and restroom were constructed near the playground to accommodate park visitors. New playground equipment and swings were installed in the neighborhood section of the park in summer 2021. Browns Park is a 8.2-acre park located at the corner of Pines Road and 32nd Avenue, a favorite of families that live in south Spokane Valley.
